Im Zuge des nachträglichen (ex post) Bürokratieabbaus entwickeln Normenkontrollräte Vorschläge, wie bereits bestehendeRegelungen vereinfacht werden können. Das vorliegende Paper untersucht am Beispiel des Normenkontrollrates Baden-Württemberg, wie häufig Vorschläge zum Bürokratieabbau umgesetzt werden und welche Faktoren und Konstellationen dafür maßgeblich sind. Auf Basis des Multiple-Streams-Ansatzes und unter Rückgriff auf den akteurszentrierten Institutionalismus werden Hypothesen abgeleitet, die anschließend durch ein Schätzmodell für diskrete Variablen empirisch geprüft werden. Es ergibt sich sowohl Evidenz für die Rolle von Akteursbeziehungen zwischen den Ressorts und dem Normenkontrollrat als auch für die Bedeutung der föderalen Aufgabenteilung. Daneben beeinflussen der Umsetzungsaufwand und die Bündelung von Vorschlägen die Wahrscheinlichkeit einer Umsetzung.

Actors and constellations for a successful reduction in bureaucracy. An analysis based on the proposals for reducing bureaucracy made by the Regulatory Control Council of Baden-Württemberg (Normenkontrollrat Baden-Württemberg)

Abstract

Regulatory Control Councils at both the federal and state levels develop proposals on how existing regulations can be simplified and red tape can be reduced. Using the example of the Regulatory Control Council of Baden-Württemberg, this paper examines the frequency of proposal implementation and which factors and constellations are decisive for it. Drawing on the multiple streams approach and with recourse to actor-centered institutionalism, hypotheses are derived which are subsequently tested empirically using an estimation model for discrete dependent variables. The findings reveal evidence for the role of actor relationships between the ministries and the Regulatory Control Council as well as for the significance of the division of tasks between federal levels. In addition, implementation costs and the bundling of proposals influence the probability of implementation.
