Zusammenfassung

Der einführende Beitrag resümiert zentrale Forschungsstränge, in denen die Koordination in Regierung und Verwaltung untersucht wird. Die frühe organisations- und entscheidungstheoretische Forschung, die Diskussion um politische Planung, die Policy-Forschung sowie die EU-Forschung werden im Hinblick auf ihre jeweiligen Beiträge zu Fragen der Regierungs-und Verwaltungskoordination, insbesondere hinsichtlich der Erklärungsfaktoren für Koordinationsprobleme und -hemmnisse untersucht. Deutlich wird dabei, dass in den disparaten, auf unterschiedliche staatliche Ebenen und Politikfelder fokussierenden Forschungssträngen ähnliche Erklärungsfaktoren identifiziert werden. Es wird gezeigt, dass organisationale Eigeninteressen, die Prävalenz selektiver Perzeptionen der Akteure und Koordinationskosten wesentliche Ursachen für Koordinationsprobleme in Regierung und Verwaltung darstellen.

Research perspectives on coordination in government and administration: Explanations for coordination problems.

Abstract

This introductory article reflects research perspectives central to the study of governmental and administrative coordination. The article studies early contributions in organization and decision theory, the political planning debate, studies in policy analysis and discussions in research related to the European Union by addressing their respective contributions to the study of coordination. In particular, the article studies the explanatory factors identified in the varying strands of research for problems of coordination. It is shown that the disparate strands of research identify rather similar factors accounting for coordination problems: Organizational self-interests, prevailing selective perceptions and costs of coordination are widely discussed as hampering coordination in government and administration.
